Freudian Slip in Headline?

The headline on the front page of CSPAN's newsite:
Israel Decides Not to Expand Offensive Lebanon Offensive (I don't know how to take a picture of the screen and the headline will probably eventually be changed).

The actual headline reads: Israel decides not to expand offensive

This could be a mistake or it could be a symptom of anti-Israel fervor.
